Yes; they brought world peace time and again. World powers need to be kept in line
No; they are excessive and destroy too many lives and future generations.
If anyone threatens mass destruction or murder, they are a reliable and justified way to stop them.

I´m personally not for either of these devices. Too much life is destroyed. Life must survive to play witness to destruction and to enable the creative cycle thereafter.

Raze, building bigger walls keeps your enemy out for a time, but forces them to think smarter on ways of getting in. Walls, A/H bombs, jails, WMD's do not stop hate, they intensify it. I am a fan of passive resistance. Others like strife use a differnt tack. They wait till you trip up and kick you when you are most vulnerable. Its called gillarding, or sniping.
Keep your friends close and your enemies closer. Embrace your enemies with flattery, and always know that they are your enemy.
Sounds like you believe in a more subtle approach. Good. You´re a complentry arm to razing, an art hundreds of years old that needs to be balanced by tactics of the mind. I understand, I´ve employed subtly here myself. True, about the walls being made bigger and stronger, but then the challenge is to find a way to bring them down.
